Caller from Central Government telecom dept

from 099534 60635 some Rajiv kumar called from Nashik saying that [PHONE] belongs to me,I answered NO, then he asked me to wait as he was connecting with his senior officer,so I disconnected,again he called from different no as I blocked the earlier no.,saying that from [PHONE] someone is calling and abusing public,I told him I have given the complaint to local police,so he immediately disconnected,is it a SCAM
