complaint

after the police has said my complaint has been disposed off after i did not get help at right time then why hv i received a msg that my complaint no :abc has gone to higher office for further investigation n follow ups , i guess for investigation there is always a legal procedure n investigation is never done to a complaint but fr a proper FIR , is this a scam or anyway just some people trying to take bribe ?
