igl connection will be closed down today by 9 pm

I got a whatsapp message from mobile number [PHONE] on my mobile number 9810****** that my igl connection will be disconnected today at 9 pm as my igl bill is not updated. It was mentioned in message to connect with bill update officer Mr Daya Mishra, 918910774054. I called Daya mishra on [PHONE]. He shared a APK file to install. unfortunately I installed the file and a Bill payment page got opened. I inserted the IGL connection details and it asked me to pay Rs 12 as bill update fee. To pay the fee i inserted my debit card details and on submission transaction got failed. Then I provided credit card details. As soon i provided the card details, I started getting SMS. Soon i got a message of RS 95000 and Rs 3939.12 from ICICI bank credit card. I immediately informed ICICI bank and they raised the dispute for this transaction and blocked my credit card. but now bank is refusing to reverse the transaction as it was otp based. hackers controlled my mobile screen and got the OTPs.
