Online gift scam on Instagram with fake delivery charges and refunds

Today 18th of July mere dost ka birthday tha to maine uske liye ek online gift order Kiya gift hamper on 15th of July Instagram se aur usmein message mein likha hua tha ki 50% of payment to be done before order and 50% after you will get it . the product price was rupees ₹900 but the seller agreed to sell on rupees ₹700 . then after sometime as per their policy I paid them ₹350 as they 50% payment and then after sometime the seller called me and told that you have to make a payment of another ₹350 to confirm the order so I paid him. after that payment I got a bill regarding that order in that bill it was written ₹700 as product price and ₹ 963.1 paise as delivery charges. then I got to call the seller and said you told me that delivery charges are free . somehow he convinced me to pay the delivery charges but at the time of payment I only paid ₹963 . somehow it's my fault also. he told me again to pay ₹963.1 for refund , then I paid him through phonepe ₹963.10 instead of ₹963.1 . then he started talking angrily with me because I demanded for a refund. but somehow he managed to convince me and to pay another ₹963.1 and when I paid I asked for my previous refund but he told his system is down and you have paid three time for a single payment so a system is down . he told he will refund me all my money and to give another ₹699 for all refund but I had not paid and then he told he will refund within 24 hours . after 24 hours again I called him and told to refund all my money but he didn't but told to give ₹999 for my refund. but I didn't pay him a single penny I only as him for all refund but he didn't. till now I not got my refund I had paid so much paid to him. don't know I will get or not I think. I will not get . I am just 19 years old . what wrong I did just ordered a birthday gift for my friend and this all happened . don't know how to catch the scammers .
