persal item wrong frraud

I paid ₹699 through Cash on Delivery, but the parcel did not contain the dress I ordered. I tried contacting the seller, but they are not responding, and there is no return or refund The parcel label mentions the seller/routing name RSK_Rish. Please help me investigate this shipment, contact the seller if possible, and guide me on how I can recover my ₹699. . Thank you, Customer
