  Scammers call from the fake central office on behalf of the bank and ask you to open the app on the line with them, that's the moment they exploit the app's vulnerability and make transactions. If you are going to open a bank app at this time, it must be done through another device, not the same one that is on the line with a possible attendant (bank does not call anyone except to offer some service, for example)
