  The man (Kumar Lamsal) told me that even though he was disabled, he should not worry and would not run away without paying his dues. He has also claimed that he is a government employee of the Social Welfare Council.

  It's really deceptive. The Social Welfare Council works in Bhrikutimandap. He cheats on being crippled.
