Telephone company fraud

I had switched to a new phone company when I noticed they were frequently sending daily calls and messages like "Travel Package," "Back to School Package," "Holiday Package"—everything, and each message was from a different number. It was really annoying. But the question is, is this a process?Is this a scam?
