Why do spam callers keep changing their numbers?

I've been getting repeated calls from people talking about loans and money, but every time I block one number, another number calls me again. Has anyone else experienced this? How do you deal with repeated spam calls when the numbers keep changing? I'm genuinely curious to know what has worked for other people.
