Using public numbers and accounts for fraud and harassment

There is a scam and harassment network operating in a malicious and devilish way. They call from different numbers, from multiple networks and different countries, especially Turkey, the Gulf, and locally. Their accounts and names appear on Truecaller, but when you call back to verify, the owner of the number is unaware, and there is no evidence in their records. We ask the relevant authorities to follow up on the matter, arrest these individuals, and prosecute them. I tried to send warnings to the owners of these numbers and monitor their accounts, but no one is convinced. I want a solution and follow-up to uncover these fraudulent operations.
