  no this isn't orange bill actually this is just an annoying person and if you focused a little bit you will find out that you can't send messages or call the services providers through an SMS line side and if this is really they would tell you how to pay it so that this is one of two the first one might be just an annoying person or second he is a stupid scammer that forgets to put the phishing link or payment way 🤣
