  The number is just 113. This is supposed to be the emergency number and the suicide prevention hotline. Most likely, this is a phone setting, and this phone is probably not for the Middle East. There are phones modified and compatible with the Middle East, and the same models are specially manufactured for European and North American countries with these features.
