is it a scam if i pay for 15kva but i get 10kva instead? also my review gets hidden from Google maps when i posted review. did i get scammed? yes no false accusations. i opened it, outside it says 15kva but inside its 10kva.

l was scam by an iPhone 17 Mini dealer on tiktok
l chat them on WhatsApp and he ask me what l want and l said I want iPhone 17 Mini and he said is 200 cedis and he gave me a number to send half of the money to the number later he called me that he is going to give the phone to a driver to bring it
