Someone is scamming in a respectable way and knows what they are doing.
Sorry, there's someone posting a full ad on TikTok claiming to make all kinds of educational certificates. It means he's a real fraudster, or in the end it turned out to be a woman, and it's totally normal. I wonder if there's no regulation at all.
