RTO Scam

I was going to fuel in bike, One RTO person without name on his shirt fined me and even he did not stopped me,I went near him to ask that why did you fined me he said you did not stopped,He showed me that there is 25k fine on my bike ,I paid that amount in full ,but still it's showing that there is a no parking fines applicable on my bike... Whom to report I m really confused now
