This is a scam but it is a scam run by the federal government via telstra because they need you to update your phone. Older phones do not have the spyware they need to keep tabs on you so you need the new software for that. The phone you have will not run on the new software. Therefore, this also meets their needs as you will have to fork out for a new phone too which increases their profits and tax income. Sorry, it is a scam but nothing you can do but suffer and subjugate.

Our phones have the ability to call 000 for emergency even our phone cannot call anyone else. The only way it will not work would be if Telstra etc is down or if you're in an area where you can't get a signal etc.

It is warning that the software on your phone won't roam onto another mobile network for emergency calls. If you are out of Telstra coverage, 000 calls will fail, even if a Optus or Vodafone tower is available.

Scam. In Australia you can dial 000 or the international emergency number 112 from a mobile phone that doesn't even have a SIM. All you need is a signal from any company.
