This contact number is not a spam. It's approx 15-20 mins or maybe even longer than that, depending on the higher volume of calls they receive. You need to be patient enough to talk to an agent. Trust me, it's actually worth the wait! Once they receive your call, they're gracious enough to help you.

The number itself is legit, but only if you are calling the number yourself, ifyou you ever receive a call from this number, its likely some scam call center faking its number as the ircc, and proceed to ask your sensitive personal information. Remember, ircc will NEVER contact you through phones.
